Letter regarding a claim to an unnamed African American man who has been residing in Old Church for eight or nine years. Palmer claims the man was owned by his father and seeks to claim him, he is asking Wickes and Judge Chambers for a character letter since he expects this to go to the orphans court. The letter also talks of his dealings with other enslaved peoples.
